xibo ver 1.8.10 with installation no docker in win 10 32bit does not start the installation window, on the same machine works xibo ver 1.8.9 everything ok
Are you certain that you are using docker on 32bit system?
As far as I know docker is only supported on 64bit systems.
Are you updating your 1.8.9 or trying to install it fresh?
On windows the first up command may take some time, it could be just a matter of patience and waiting a bit more, although if you’re really using 32bit system, then I don’t think docker will work reliably there.
If by “no docker” you mean you’re attempting a manual install, you might be experiencing a bug in the install process. Check the thread here for more info: Can’t install xibo on Linux Web Server
I’m not sure why I read that as on docker yesterday 
If it is manual installation then indeed it might be that bug - there is a fix already to it linked in the issue in that topic.

manual installation only, ver 1.8.9 running on win 10 32bit.
new installation of xibo ver 1.8.10 I can not install only white window with black top border, also following https://xibo.org.uk/manual/en/install_environment.html no results.
I’m using the ver. 1.7 for 5 android players, new versions only to see how they changed and evaluate an upgrade but I can not install 1.8.10.
