You’re trying to connect to the CMS installed on another device with the localhost IP address, that will not work, if anything you might need to use your server PC IP, depending on how your server is configured.

You also have /web in the CMS address which implies incorrect environment configuration, please see - https://xibo.org.uk/manual/en/install_environment.html
