Video MP4 File not playing with embedded html

This is my case

I have a problem to get a video.mp4 file to play whilst embedded into html

In the CMS layout it shows the video preview properly, but in the windows player it stays black.

Now Google has a marketing platform, centralizes purchases and automates DOOH campaigns, so they send an html link that contains an mp4 to display on the screen.
