Users can't open a lay-out preview

Users with restricted ridht can’t open a lay-out preview.

They can select te option to view a preview. A new page opens both the content is not visible, They only see HTML code.
Did I lock some content that they do not have right to see?

Well if the new user can see what’s on the layout in designer then preview should also work.
I don’t want to repeat myself so please have a look at this topic, with this minimal permissions in menu/page security and permissions to specific layout, new user should be able to see preview just fine.

After upgrade to 1.7.4 user is unable to modify regions

I succesfully upgraded to 1.7.4. After that normal users can not modify region timeline, one simply get message “you do not have permissions to accessa this page”. One can open layout and see the regions or even change size of regions. Groups are OK as they were on 1.6.3. I tried to remove rights and set them back, but it did not help. If I set “User Type” to “Super Admin”, then it works. I also tried to greate new user and set its group, but this did not help either. Any ideas?
