Is possible to insert a video like background when a ticker is showing?

On an Android Player, yes in most cases. Put a region containing your video, and then a second region overlaying the first region, with a higher z-index value containing your ticker.
On Windows Players, I’m afraid it’s not possible.
Can you have, in the windows player, a ticker in one region and a video in a smaller, offset region?
Yes, as long as they don’t overlap.
