Text module rotation is broken in Layout editor.
When setting text rotation in layout editor and publishing layout, text reverts to horizontal position.
Rotation does not work on all widgets/modules that have rotation option.

Yes, this was reported for v4.5
To reproduce, create new layout and in editor you can check all modules that have rotation capability.
When publishing layout in CMS editor, rotated element resets to default primary position.
