Hi! I’ve found a Github milestone for 4.0.7 that seems to fix a bug we’re experiencing in the Xibo player for Android (our clock widgets aren’t showing on layouts). Does this milestone relate to an upcoming release and, if so, is there a timeline on when it will be released? Thanks!

No, Android software is not open source.
This milestone you linked refers to the Xibo CMS version 4.0.7 (which is different from Xibo for Android “R407”)
