Email issues - Must provide at least one recipient

To be completed by the original poster:

CMS Version: 4.0.12 Self hosted

Issue

Emails are not sending. When looking at the logs I see this message:

“Unable to send email notification Error: You must provide at least one recipient email address.”

All the settings have been filled out from what I can see. I have the admin email address entered, config.env has been updated with the correct SMTP settings, the user has been setup with email and notification enabled, and I have tested from the VM that I can send emails using that host.

Any help would be greatly appreciated.
