I am looking at upgrading our CMS to the latest version as we are quite behind now, but also the underlying OS is also out of support so would like to know the best route.
are we able to build a new CMS and just import our data in, or do i need to upgrade the current CMS first before I can move the data into a newer server ?

Each major version release introduces changes to the database used with that major version. With this in mind, it would be best for you to first upgrade your CMS in the order mentioned below.
Please make sure that you save a backup of your current database and media library before you complete an upgrade.
I also strongly suggest you check and test your CMS after each upgrade, so you know for certain it was successful and working before you proceed to the next major upgrade.
Another thing to consider is that the layout editor and the widgets in the CMS also change quite significantly between versions 2 and 4. Depending on the widgets you are currently using, you may find the changes could require you to recreate some elements of your layouts. You are more than welcome to create a free trial CMS on the Xibo cloud before you upgrade your self hosted CMS, so you can see and understand the changes before you commit to upgrading your main instance.
