CMS Fails to load IIS10 Server 2019

Issue

The CMS fails to load. After logging in the web browser never loads the Status Dashboard. No errors appear in the MySQL logs at all. Google Chome Dev tools shows the page as pending.

Can you try navigating to /layouts/view manually? or even a page that doesn’t exist /fourohfour and see if its just the status dashboard.

Unfortunately we don’t have any IIS experts on the team, so hopefully someone from the community will be able to assist.
