XMR restart command not working for second CMS in Doker

Issue

Reboot cmd doesn’t work even the XMR Registered it looks ok on tcp://89.3x.xxx.xxx:9505
I have 3 docks with Nginx on the same IP. For the first one created, commands are OK.
16 licenses don’t work to send restart.
