You should not have /web in the CMS URL, that would be the first thing to fix, please see https://xibo.org.uk/manual/en/manual_install.html and the Environment page linked on the left there.
You will also want to ensure that especially XTR is configured correctly, but that can be done once you have the CMS up and running.
You might be also hitting this bug - https://github.com/xibosignage/xibo/issues/1578
You can either install 1.8.9 or apply the patch manually on your 1.8.10 installation.
In any case the /web in URL should be fixed as a first step.
