Custom Install on a two-tier AWS Hosted web server Apache2/PHP8.3 + MariaDB 11.3

UBUNTU 22.04
Issue
Clean installation on the Web Server, all checkmarks present from the start, Certificates were created and copied in Custom | ca-certs | library. The empty database was created in MariaDB. After completion of the initial setup instead of the login prompt, appeared this:
“The CMS is temporarily off-line as an upgrade is in progress. Please check with your system administrator for updates or refresh your page in a few minutes.”
