Not sure what changed, but I was able to register a new display when I originally setup the CMS a month ago, today we were going to transition to the new server and we are unable to register any new displays, they give the error below.

Issue
Unable to register new displays client gives error
Status
Client found response content type of 'text/plain;charset=UTF-8', but expected 'text/xml'.
The request failed with the error message:

There has been an unknown error with XMDS, it has been logged. Please contact your administrator.

This is a custom install on IIS 10 with PHP Version 7.4.8, corporate won’t allow me to use docker. The CMS log doesn’t list anything.
The report fault shows all is fine except “ZeroMQ”, but that didn’t stop it from working last month.
I have found other threads about this issue, but none of them seemed to help. Any help would be greatly appreciated.
