Google should be your friend 
You don’t “create” such a link. The content owner (e.g. the tv station) has to offer such a stream.
I searched Google for the station name and “HLS stream”.
the second search result showed the following URL:
http://skyianywhere2-i.akamaihd.net/hls/live/200275/tg24/playlist.m3u8
This stream works (i didn’t understand any word but )
But you need to make sure that you are allowed to show this stream at your display to your audience (copyright issues, etc.)
