I messed up installing xibo. I tried uninstalling (dropping xibo user and database and deleting files) and starting all over again but when I go to localhost/xiba/install.php it says “The CMS has already been installed. Please contact your system administrator.” What else do I need to do so I can start all over?

So probably the best way to make sure that this time everything will go smoothly would be to get rid of everything Xibo related on your web server.
Depending on your web server we may have some instructions here http://xibo.org.uk/manual/en/install_environment.html
Just make it nice, clean and ready for Xibo.
Then once you have everything that you need installed on your web server, carefully follow CMS installation instructions, which you can find here http://xibo.org.uk/manual/en/install_cms.html
After you do that, then it should be fine, if not let us know.
