We have 3 users created in xibo. I whant that when 2 users add media in xibo only after appruve from thirt user, other users can add this media in playlist and so on. Can xibo do that? For example first user added media in xibo (some video file), thirt user gets email notisication that there is media file is pending appruve. third user login to xibo and appruve the video. After that first user can add this video in playlist.

Xibo doesn’t currently support the use case you describe. Once a media item has been uploaded to the CMS, this is available for use by all user accounts with the appropriate share/permissions configured (and Super Admins, they can access all elements of the CMS).
If user one or two in your example uploads a media file, they will be the owner of that media item, meaning they can use it without needing permission/approval from another user.
A possible workaround for this would be to have the person (user one or two) provide a copy of the media to the person (third user) who will authorise it, but separately from your CMS. If the content is approved then it can be added to the CMS by the third user, who can then set the appropriate permissions/shares so it can be used by the first and second user.
