On Windows 10, when the attached screen is unplugged or turned off, Windows may change the output resolution and so force Xibo for Windows to resize too. I also wondered if you could check the Display settings on your Windows machine and confirm:

• The scale setting. This should be set to 100%
• The display resolution.
