Layout Created/Modified Time Zone is Always UTC

Ever since we upgraded our CMS to v3.x.x (v3.3.5 currently), all of our layouts appear with UTC timestamps (Created/Modified). Same results from a fresh docker dev environment.

In Settings > Regional, Timezone is currently set to: (GMT - 4:00) America/New_York

Uploaded Media and Player Check-Ins do not appear to be affected and correctly reflect the CMS time zone.

Steps to Reproduce:

  1. Set Time Zone to something other than UTC+0
  2. Create and Publish New Layout
  3. Look at ‘Modified Date’ and compare to current time.

Please let us know what we can do to address this issue, as it is unclear if anything else is affected as a result.
