Image Processing Task never finishes

So I think this means that the image processing is currently running, right?

Well it’s been running for hours now. I’ve rebooted m
y server and yet new images I upload for layouts don’t work. In the preview it just shows up as a black box, the layouts don’t even seem to be playing when I schedule them, and this icon shows up everywhere there should be a preview of it:
