I can't see Display as an option under target settings of a widget

Hi Everyone,

Using CMS v4.1 in local installation on Docker. trying to test the Shell Command widget to send command to a Philips display.

I added the Shell Command widget and now need to add an action to target the display but I dont have such option in drop down items of Target, only able to see Layout and Zones.

Is there anything missing in my setup? I have checked and Shell Command is enabled in list of modules.
