Getting 403 error on settings page

New installation, everything seems to work ok apart from the settings page getting a 403 error:

CMS Version

CMS 2.3.0

Custom install

Apache Linux

Getting 403 error on settings page, all tabs give the same error. This appears to be the only section giving any problems.
