If I’d know the answer I’d tell you, but if the cert is where it should be, path in php.ini is correct and you did restart your web server then I’m not sure what else could be wrong. Other than perhaps something with file permissions, perhaps @alex will have some other ideas, he’ll get back to you as soon as possible.
