Allow time as optional input to Get Stats API and Proof of Play Reporting

Introduction

Currently, the Get Stats API request and the Proof of Play reporting allows the specification of start date and end date for the request/report. These would be expanded to allow the time (optionally) to be provided for both the start and end values. For example:
Start Date: 7/10/2022
Start Time: 01:00:00
End Date: 7/10/2022
End Time: 02:00:00

User Story

We collect stats throughout the operational day for external reporting purposes. Adding the time parameters allows a more targeted response and minimizes unnecessary data transfer.
