CMS Version: 3.0.8 to 4.0.6

Hi, i want to know what is the correct way of upgrading from version 3 to 4. Do we upgrade the CMS first or upgrade the database from version 5.7 to 8.0?
I recently did an upgrade where I upgraded the CMS first and no issue was found then I upgraded the database and all my display shows as offline. Any idea?
