Which CMS version are you using please?
I assume this is on-premise manual 1.8 installation?
There were issues with it that will be resolved in 1.8.10, you can also manually apply the changes from the issues

If it is docker installation, then at a guess you’re logged in as user without permissions to Users page, as then you will not be able to correctly discard the tutorial.
