Which CMS version are you using please?

Perhaps have a look here [How do I upload files bigger than 2MB / How can I increase the upload file size limit?](https://community.xibo.org.uk/t/how-do-i-upload-files-bigger-than-2mb-how-can-i-increase-the-upload-file-size-limit/27)

There are some nginx specific parameters there as well which perhaps you will need to adjust as well.
