Is it possible to set default permissions for new regions?

For example I have one layout where a group has read/write permissions on the layout. The layout itself has a few regions with read only permissions that the group members should never change.
But they should be able to create new regions themselves and also be allowed to edit and delete those if necessary.

A default permission setting (either per layout or global like it exists for layouts and media) would be greatly appreciated!
