You will need correct rtsp link to a video, for example
rtsp://184.72.239.149/vod/mp4:BigBuckBunny_115k.mov
Then all you need to do is to put that in the local video module and it should work on android clients.
For windows clients it’s a bit more complicated - Streaming live video to Xibo .NET client
Other than that you could perhaps try to use embed html module in Xibo? Assuming that IPTV provides an embed link to their streams.
