I did several tests, but unfortunately I could not solve. I can not get the user to type user have access to the templates menu. It appears error message.
CMS 1.7.4, did not realize the test in 1.8.

It is possible, it’s not a bug.
The bare minimum permissions and * for the ones that you may want to have but aren’t necessary to access the templates page:
Page security:
Homepage and Login
Layouts
Templates
Menu Security:
Dashboard*
-layouts*
-templates*
-schedule*
Design
-Templates
-Layouts*
Top Nav
-Design
Again you will also need to assign permissions for a specific layouts and existing templates if you want this user to be able to use them.
