I’m not sure if I’m missing something here or not but I’ll do my best to explain it.
As Admin I created a User. I added 2 displays to that User. The User then creates a Layout but doesn’t have the options to link it to a display. Unless I give the User permissions “View & Edit” to the Display, but you don’t want to do that do you? Gives them too much control over the Display.
Am I doing this right, or am I missing something?

Allowing a user to schedule on a display is equivalent to allowing them to edit it. So for scheduling in normal mode you need to allow the user edit permissions to that display.
Alternatively, in the CMS Settings under Permissions, there’s an option “Schedule with View Permissions” which will allow a user with only view permission to adjust the schedule on a display, which is what you’re after as I understand it?
It’s a pretty new feature so I’d try and ensure you’re on 1.7.2 for all the latest bug fixes for that.
