It downloads content every time because we set it to 15min, but we already set download start time and end time too. I think it is not working. So Please let us know if it is working or not. Also if it is possible please let me know the file and functions which are calling for download the contents

Assuming this display profile is assigned to your player, then it should only download content in that window, otherwise it should be outside of the download window - you can open player status information to see that.
Could be good to upgrade the CMS to 1.7.10 and player 1.7.9 to ensure that you did not encounter some bug that was already fixed in that series.
