Yes, we can 
If your LED billboard either captures an area of your Windows PC desktop, or captures an HDMI output directly, then it should be possible to run Xibo with it. You can configure the Player to run in a small portion of the screen located wherever your hardware needs - typically it’s the top left corner.
Xibo doesn’t have any support for directly driving LED matrix displays.
