Installed with Docker, version 2.0.4. Any layout with no current content causes the ‘Publish’ overlay to hang with a spinning gear.

That is the expected behaviour, a Layout must contain at least one Region and each Region must contain at least one media item for it to be valid and play when scheduled. You must ensure that each Region has media assigned to be able to set it as ‘Published’.
