3.3 Upgrade - The CMS is temporarily off-line

Issue

After upgrading the CMS from 3.1 to 3.3 i am met with the offline notice

I downloaded the latest apache release
extracted to a new folder
copied over web/settings.php and /media
ran vendor/bin/phinx migrate -c phinx.php
it errored, screenshot attached

now the cms just says offline pending upgrade… not sure where to fix - appreciate any suggestions

I set up a fresh copy of 3.3, without settings.php and /media
i dropped all the tables in the existing db

i then tried to go thru the xibo install, after entering the db info, i am met with the same error
