After removing everything Xibo related several times and doing the install over and over, with copying the Theme directory to the install folder, I was able to get a successful install. (Definition of insanity) I think the problem is related to the installation of composer, as it seems to act slightly differently with each install.
My last problem, is now that Xibo 1.8 Alpha is installed, I have the same problem @bioz has. The problem being you cannot log into Xibo CMS with the credentials supplied during the install. I even tried to copy the login from out existing production server, but it looks like the way login information is stored is now different. I also tried to leave the password blank, but that did not work either.
